Nigeria is a country run with hypocrisy and never with reasoning and logic. Those who oppose the bill have no strong reasons why they do so. They just want the bill to be suspended because they are not ready yet. The next bill should be total resource control bill. You cannot govern a state and the federal government will take a significant fraction of the proceeds accrued from resources extracted from your domain. Politicians need to know that politics ought to attract the most intelligent and creative people, not the opposite. |

Hmm... The tax reform bill in general, is a step in the right direction. But like any other policy, it has its deficiencies which can be corrected now or over time. Aside some issues that might need clarification, I think there is need to also address the issue of resource revenue allocation. Since VAT is going to increase to benefit those who get more of it, so should it be for natural resource rich states, they should also get 60% of whatever percentage that is going to be shared. I believe this would reduce the propensity for state governments to over tax thier people in a bid to cover any short fall in revenue and would even spur states to invest more in exploring and marketing thier natural resources which would in turn improve security as the state would be more mindful of how its resources are exploited. Also, removing vat on some items like food, gas etc puts states with comparative advantages in those resources at a disadvantage. In fact, it can be counter productive in the long run especially in food basket states as the state government would be less inclined to invest in agriculture since it would not get a commensurate return in investment given the need to generate more revenue. The vat should also remain at 7.5% pending when things get better, economically. Nigerians are already over burdened. The government should first eliminate unofficial taxes and other corrupt practices by government officials and agents that add to the cost of goods and services. There is also need to be explicit about linking income-assets-taxes. A lot of people in Nigeria have assets that are not commensurate to thier incomes or taxes they pay. There are political office holders who are multibillionaires without having any traceable investments, bat being one of such people. Finally, and for me this is an even bigger issue, apc's reforms have been shown to be poorly implemented and created more problems than they sought to resolve. From the agricultural reforms to currency change, to subsidy removal to the fx rigmarole, the masses have always borne the brunt of thier failed reforms. So how can they convince Nigerians that this would not end up further impoverishing the masses while the politicians waste the benefits on themselves? Again, the broad idea of the tax reforms are good and there is nothing wrong for it to be thoroughly debated, analysed and subjected to reasonable scrutiny (not more than 6 months though). |
