The motivation of laws doesn't matter constitutionally. The laws government is only limited by it's constitutional powers. If you disagree point to the section of the Constitution where it says they can't do it for the reasons you stated. Logically they can ban alcohol for multiple reasons.

Having religious influence doesn't contradict secularism by the way. The United States was secular and has banned alcohol for the same religious motivations before unbanning it. The temperance movement was religious . Again, you're making a distinction without understanding the context of what you're advocating for.
