No. Buhari stopped it for July 2023.
It was Tinubu who stopped it May 2023.

Tinubu had a a chance to look into the loopholes and even extend or reform.

Buhari never claimed that fuel subsidy existed, so there was no subsidy to remove, hence reason there were never provision for it in any previous budget proposals

Before buhari became president, he accused Jonathan for paying for fuel subsidy that never existed.

But immediately he became president from the very first month, fuel subsidy payments were in all his budgets from his very first year till the last.
He never apologized for his ignorance And accusations.

However less than a year before he stepped out, he announced that "he had paid for subsidy till July 2023".


It was Tinubu's choice to either continue or stop it.


Tinubu came in by May 29 and announced stoping it.

By May 30th, fuel rose to over 600naira.
And the rest is history
