If it's not audio palliative, I will suggest that he should just release in manageable small batches of 10 bags per compound over a period of 2-4 weeks.

It will be easier to control in the communities and sharing small quantities to reach every compound makes no sense as not every family need the rice..... besides, it's not audio, it has been happening before, he is not an APC politician that lie carelessly
