I bought a tokunbo phone for one of my cousins, not up to 15hrs after operating the phone and downloading what app on it, the what app became banned. How do I go about this, I have also reported the matter to what app but they have not responded.

Which IP address? IP address are allocated by ISPs and they are tied to sim cards, how can you claim to be able to rectify the issue if you don't even know that.
