Now the Person Involved then Got a Link with the Presidency ,After Due Investigation ,Then the Presidency Issues out a Presidential Release order on the Matter so the Person can have Access to the Thing Involve . The presidency , it has a veto Presidential system gives the president undue power and overshadowing of every other forms of power In Africa the president can snub the ruling of the supreme court if it goes against it's wish Beign the arm of which the enforcement of law falls unto, he has the monopoly to compel every decisions that suits best it's interest |

Are you talking about ideally or in an anyhow government. In a ideal situation, the court has the final say. In an anyhow government, the president can ignore and do his own thing. |

In a place where there is rule of law and order, a court order done within the ambit of the law or constitution trumps the presidential order. In a lawless place like ours, even an ordinary governor disobeys a court order (Recent Edo state governor's issues with duly elected LG chairmen). A presidential order can be greater than a court's order depending on who is affected. |
