Green ink pen is for final approval of bill, enactments, and requests. While red ink pen is to indicate urgency. Blue and black are for normal minutes or comments in files. This is what most organizations, ministries and government adopts.

Funny reading a statement by Governor Fubara that the Red Biro is still with him.

Technically, Fubara is not meant to use a Red Biro but a Green one according to Chapter 13, Section 34 of the Revised Civil Service Handbook (2010)

Wike as a Minister makes use of a Red Pen.

Please see attached.

If you have no knowledge of how these things happen, please ask and stop confusing people with this your yeye “copy and paste”, as they are called.

Your attached simply refers to MDAs only. That circular from Boss Mustapha was to correct those below ministers in the MDAs. Ministers are political appointees and governors are elected and empowered by the constitution. Whose job is more respected? Even councillors have more mouths than ministers, as they are elected. Ministers can be sacked with little or no excuse.

All governors have their red pens, just as they all use the green, black and blue depending on the need and occasion to sign off.
Go and check.

Even some of you can't even spell your name correctly the education sector in that part of your region is useless.
IAMTHEHERO:
Did the gazatte mention that State Executives ( Governors) should not use or sign with red pen? The SGF was referring to head of Federal Government Agencies. Whoever that brought this up should have his brain checked.

Help me ask those people above? Assuming Fubara with less than 2 years is unaware that he should even be using a higher authority pen, Wike didn’t know this for 14 whole years!!! And those paid robots above will be spewing rubbish! Smh!

The context of the statement is to draw attention to the fact that Wike as a Minister still uses a Red Pen and Fubara may not realise that the Red Pen he so cherishes is also used by Ministers (reason Wike responded that he still uses it).

It’s worth noting that the Green Pen is superior to Red and is reserved for the highest authority.

Where is boss musty now? The governors have the right to use the red biro, green would have been much better though.

This year and going forward, I don't give a Bleep about our politicians, what they do and the news related to them anywhere. There are important things I'm more concentrated on right now and self growth is my priority henceforth. All should take note.

Meaning for 14 years Wike was using illegal pen red. It shows all his dealings are tantamount to illegality and as the law says, you cannot build something on nothing. It means Wike never existed in Rivers political space for 14 years. Illegal use of pen to administer a state is null and void. At least Fubara can quickly correct himself now for using wrong pen for 19 months.

It is not a law. It is in civil service handbook. Headmasters can also use red ink grin ,until its passed into law, it'll then become illegal
