I have a very strict rule with house agents: I don't pay upfront. We will agree upfront on your fee and I will pay you at the end of your inspection. If you take me to nonsense places out of my specifications to you, you won't get paid.
I'm not interested in what others are doing, I'm only bound by what we agree on. If you don't agree then I find another agent who will.

I’ve studied how things originate in Nigeria and noticed that the citizens are the cause of it. Take this scenario as a case study, all the bad dramas that gets displayed in the cause of renting a house is always caused by the person or people searching for a house, there are always processes and procedures of doing things, but we choose to always short circuit the process and look for an easy way out. How can you tell an agent you need a house today today you just called and expect to get exactly what you need, the pressure and desperation will fetch you a house inside a shrine if care is not taken.

You saying you won’t pay upfront as a way of checkmating them, that might be too extreme and they might result to robbing you of your belongings by taking you to the wrong location since you want to play street smart, or even be kidnapped.

One thing you need to know in life is, you must not be too anxious to win the street. They have a Ruthless way of getting back at you. Always play the fool to save your life because that’s the Main Street smartness.

When I bought my first land, I paid every agent their movement fee, it was later one of those agents told me in confidence that they normally lure their clients to areas they will be robbed if the client start playing smart, they won’t argue with the client, because they always assume that if you’re finding it difficult paying movement fee, the chances you go for the property is always very slim. So at the end of the day you lose as the client

You seem to harbor a lot of fear in you.
You see those rules and regulations you're talking about, you've got to know when to abide by them and when to go another route.
Besides what works for you might not work for me and vice versa. I've been in Lagos for more than 10yrs and have only paid an agent upfront just once, and that once was out of pressure from my babe and I ended up not even following him for inspection at all (he kept sending me some apartments and I just was too busy to follow him).
And as for the issue of buying land, I don't even see why I should pay you upfront to inspect a land you want to sell to me? I'll pay your transport, even take you along with me to the Eatery when I'm hungry but I won't pay you for inspection. When we reach a deal then we can talk about your fees.

What you guys don't know is that most of these nonsense only happen in Lagos
