Because I heard from a reliable source that they are adding like 4,000 intake to the services though everything will be done low-key regarding the second batches....

Hmm. Don't know that of online, the fact is that top government dignitaries were given slot like 3months ago and most of the candidates were promised to receive ApL this month. Don't know if they will share together with the current open recruitment.

At a point, he said the work is 85% done, I was like make i see update even from the system or anything but nothing show. Last we spoke, he said the job is 95% done and still, nothing show.

Would share update on how it goes here In Sha Allahu in due course.

I very much doubt they plan to recruit at the moment. The last waiver they got hasn't even been used as far as i know. They wrote promotion exams late last year. Maybe once approved, they would've space to take up new recruits but i highly doubt they have an immediate plan to do that.
There's however no harm to follow up. Don't wait for open recruitment, from what I've heard they've never employed through that method.
This is all i know please. No DM.

Very few were dished out, mostly given to reps and senators. I could have attached a pic but couldn't trace the pic of the APL

You are right, the last time NITT recruited, they just received list of people from Abuja with their APLs, Even directors of the agency have no idea of what was going on.

Is it possible to share APL before documentation?

Ideally, not for everyone only those who due to one reason or the other couldn't print it at the point of reg BUT from evidences so far of my guys that have reprinted, they all said their Application ID has been changed SO i advice everyone to reprint theirs, coz thats the only unique identifier...., so please reprint.
