The contracts for the rehabilitation of the refineries were executed by Buhari.
Tinubu did it not do jack!
The rehabilitation was more than 95 percent before Tinubu became president.

First work on the refinery started before Tinubu became president. His government budget did not cover the refinery repairs and even if it did, he should have money after all he stopped subsidy so the gain should go to infrastructure.
But he is still worthy of commendation because he did not thwart the effort, divert the money or kill the effort halfway. Contract has been awarded several times and not completed over the years. He provided the enabling environment for the project to be completed and commissioned. Kudos to his administration. I actually commended his administration in another platform when the PH refinery started.

My thoughts. Maybe NNPCL deliberately refused to fix the refineries all these years but when they see that DR is going to spoil their importation business, they quickly fix them.
Whichever, it's a win for Nigerians
