First, only allow your meter provider official to inspect your meter, never allow those ones that wear uniform ie ikeja electric uniform to inspect your meter. They are not authorized to check your meter, bad ones among them use scope tk check your meter and then bypass it without your consent. They will they go behind your back to report you to meter official who will now fine you and put you on direct connection which means you will be getting huge bills to pay every month(the main motive).
Back to your matter, the guy that install your meter did you dirty. He was the one that bypass it without your consent then likely reported you meter officials. As you can see he is already helping you out to retrieve your wire.your wire is your property, they shouldn’t have taken it away. They should have used it connect you direct.
You can’t repair the meter anymore. It’s been deactivated from their own side.
Negotiate with them on the fine, pay it and request for another meter. That’s the only way out.

These Phcn are ripping people off but their time are coming to an end soon. Once states starts to oversee their activities themselves, hopefully things will change.

Meter Bypass is a criminal offense punishable by the law.

As long as you've been billed LOR and Penalty for meter bypass, you do not need to be scared anymore. Just visit their office for a payment plan and also to know if the meter can be corrected officially. If yes, fine. If no, you need to apply for a New meter.

Make sure you get official receipt for any payment you're making.

This break my heart. Before I could get that meter, I went through hell. It took the official 6 good months to bring the meter to me after making payment, even collected more than the amount required for a meter.
I wouldn't want to request for a new meter as the price for a double phased meter is now 250k and I got it for 100k that year...
I hope I get a solution in repairing the meter...

It's a pity electricity providers dont want customers to get meter I will don't why
They made it difficult to get,even tarrif hike na wahala in some areas,they are collecting money indirectly for increase in supply that's why they came up with Bands(A,B,C etc)
Tell me the rate @ which Mr A & B consumes energy is it not the same?but like I said earlier they are collecting money indirectly because supply had improved..,they are extorting the masses & still be complaining of not making gains
