Building a generation station is easy. It only cost money as far as a state is concerned. The real work is building a grid.
OBJ has exclusive control over the grid as far as the law was concerned. So you can't blame him for protecting his turf after all, he built 10 generating plants and Akwa Ibom benefitted from it as well

Attah was well aware of the centralized electricity act in the erroneously concocted 1999 constitution since he was the first governor of akwa ibom state after the military handed to civilian leadership!
If he had earlier advocated as a governor then for the electricity act to be decentralized by the NA,by now every state would be providing electricity for their citizens!
There are other things he can now advocate!
There is the decentralization of civil security,
Decentralization of ports,
Resource control by the states etc

Yea, he followed the law but he could've have moved for a change. Good leadership is all about initiatives and innovations. It took another 16 years before PMB achieved the decentralization of power supply generation and distribution. Nigerian politics most times is not progressive politics but politics of sentiments and relevance.
