An EO is not intended to change the Constitution, it is simply an Executive decision (that the executive branch of government must comply with - including those issuing US passports), so long as it does not violate any rights. The EO was intended to bait someone with standing to file a SCOTUS suit. The lack of standing is why no one has filed a 14th Amendment suit until now. They think they will have 5 justices to overturn the Wong Art Kim decision. At that point, it's game over.

The EO does not overturn the 14th Amendment. It is intended to force a court to reinterpret the meaning of "subject to the jurisdiction thereof." There is already information indicating that the writer of the amendment did not intend it to be interpreted broadly.

I honestly do not know any other way the term "subject to the jurisdiction thereof" can be interpreted in the statement "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside", other than the jurisdiction of the United States.
As I said the 6 - 3 republican majority supreme court will have to employ legal gymnastics of Olympic proportions to reinterpre that section of the 14th amendment.
