Yes, Chalobah is only good as a squad player, same as Colwill. If Fofana can sort out his injury problems, I don't mind pairing him with Inter's Bastoni. Statistically, we conceded less when Fofana was fit and I consider him a good defender. With him and Bastoni, we can comfortably play out from the back and also be physically dominant.

I don't trust James and his oversized body so we should be looking at getting another RB.

Booting Enzo out of that midfield should be considered top priority. Having him and Palmer in a midfield of 3 is premium disaster. Offering Tonali increased wages would motivate him to jump ship.
