SE citizens in other parts of the country make their money in other parts of the country and not in the SE states so most of the money never reaches the SE states because they have to pay rents, electricity bills, cooking bills e.t.c. and maintain the life they are living in other parts of the country so you cannot account for what they pay in their "host states" because the "host states" gave them the life they could not have in the SE states that's why they are not in the SE states..

SE importers can use ports in the SS states if they don't want to use ports in Lagos state/
