The new VAT collection that was released few days ago have exposed some states which are just too lazy to be creating enough and be generating reasonable income apart from VAT.

Some of those states have been using wrong data to confuse their citizens. Low VAT generation mean low production in such states.

Some states need to be merged together as they are struggling on their own
