but the inherent disadvantage of this system/practice is that these appointment opportunities will not spread and cut across divides, it will only be concentrated in certain quarters where it can even turn into their birthright. There's also a high probability of those doing the recruitment missing out on hiring high-quality candidates.

Sir, APL is "appointment letter" not application letter. And most employments done by MDA's are not posted on thier websites. Most atimes it is simply replacement of staff whom have resigned, retired, died of natural causes or those who japa'ed.
Plenty times the slots for these replacements are not much hence the replqcements which are underground. There is law that if any MDA is recruiting less than a 100 staff it can employ without advertising such roles through a waiver from the Federal Character Commission which most MDA's prefer
