She could also have left it as it didn't concern her and another white customer could have stolen it. She actually went the extra mile by helping the person who lost the money.

I did same last year and I didn't take any rewards from the owner. I picked about 2k dollars . The joy from the man's face melted my heart even till date. I instantly knew that God was also happy and had forgiven my shortcomings for that singular act of honesty. It was even a company's money.
I didn't know why I rejected the 100k he gave to me as appreciation cos I was so broke at the time, had no food or anything essential commodity at home. But I never regret one bit

Integrity is when you see that kind of money on the road in Nigeria,in the middle of the night in an isolated spot and decide to keep,knowing no one saw you,no CCTV and police on a regular patrol.
Not in a country where a missing $10 bill can easily be tracked and traced.

Otti hasn't deemed her gesture worthy enough to name a project after her to encourage others.

I think she's a professor somewhere, not INEC staff, but an adhoc one.
