In an unprecedented development, aides to Elon Musk have reportedly locked career civil servants out of computer systems containing the personal data of millions of federal employees.

This information comes from two agency officials, Reuters exclusively reports. According to officials familiar with the situation, senior career employees at the Office of Personnel Management (OPM) have had their access to some of the department's data systems revoked.

The accused aides are those responsible for running the U.S. Government human resources agency.

Since taking office 11 days ago, President Donald Trump has embarked on a massive government makeover, firing and sidelining hundreds of civil servants in his first steps toward downsizing the bureaucracy and installing more loyalists.

In November 2024, Trump, then President-elect, tapped Elon Musk and Vivek Ramaswamy to head the "Department of Government Efficiency" (DOGE).

Musk, who is the Chief Executive Officer of X, was tasked by Trump to slash the size of the 2.2 million-strong civilian government workforce.

Following the appointment, Musk quickly moved to install his allies at the Office of Personnel Management.

The systems involved include a comprehensive database called Enterprise Human Resources Integration, which officials say contains dates of birth, Social Security numbers, appraisals, home addresses, pay grades, and length of service of government employees

"We have no visibility into what they are doing with the computer and data systems," one of the officials said. "That is creating great concern. There is no oversight. It creates real cybersecurity and hacking implications."

It was reported that officials affected by the move can still log on and access functions such as email but can no longer view the extensive datasets covering every aspect of the federal workforce. Since Donald Trump became the newly elected President of the United States, there have been radical changes, with Elon Musk at the forefront of Trump's initiatives. Elon Musk, tasked with reducing the cost of governance for the United States, has been vocal about the processes of governance for government agencies in the country.

American billionaire and owner of X (formerly Twitter), Elon Musk, has described US Agency for International Development (USAID) as a criminal organisation, saying it is time for the agency to die as President Donald Trump has agreed that there is the need to “shut down” the agency.

This followed days of speculation over the future of the organisation after its funding was frozen and dozens of its employees were put on leave.

It was gathered that USAID senior officials were put on leave after physically trying to stop the Department of Government Efficiency (DOGE) from accessing the agency’s systems.

Two USAID officials, John Voorhees and his deputy, have been put on leave after refusing to allow DOGE members access to USAID systems.

An X user @AutismCapital posted the information on his account on Sunday, saying, “The DOGE members threatened to physically call the police after being refused entry. They were trying to access the security and personnel files.”

The X user added, “Federal officials are concerned that Trump is trying to fold USAID into the US State Department in an effort to cut government corruption and bloat.

“USAID employs approximately 10,000 people, excluding contractors, with 2/3 of them overseas.

“60 USAID members were already put on leave last week after trying to circumvent President Trump’s executive order on stopping foreign aid.”

Reacting to @AutismCapital’s post on X, Musk said, “USAID is a criminal organisation. Time for it to die.”

Also, CNN quoted Musk as saying on Monday morning, “With regards to the USAID stuff, I went over it with (the president) in detail and he agreed that we should shut it down.”

Musk also reportedly said he checked with Trump “a few times” and Trump confirmed he wants to shut down the agency.

USAID is said to dispense billions of dollars in humanitarian aid and development funding annually.

On Sunday evening, Trump while commenting on USAID, reportedly told reporters, “It’s been run by a bunch of radical lunatics, and we’re getting them out, and then we’ll make a decision” on its future.

This comes amid Trump administration’s freeze on almost all new funding for foreign aid programmes, with exceptions for allies including Israel and Egypt.

Al Jazeera reported that in an accompanying memo, newly confirmed Secretary of State, Marco Rubio, directed senior officials to “ensure that, to the maximum extent permitted by law, no new obligations shall be made for foreign assistance”.

Meanwhile, humanitarian organisations have raised alarm at the directive, expressing fears that it could contribute to global instability and loss of life.

Abby Maxman, head of Oxfam America, was quoted as saying in a statement, “By suspending foreign development assistance, the Trump administration is threatening the lives and futures of communities in crisis, and abandoning the United States’ long-held bipartisan approach to foreign assistance which supports people based on need, regardless of politics.”

The temporary freeze is slated to last for a period of at least three months.

The world’s richest man, Elon Musk, has officially declared his exit from the Donald Trump administration, ending a controversial stint as a special government employee with the Department of Government Efficiency (Doge).

His announcement comes amid rising tensions over President Donald Trump’s budget bill and mounting pressure from his flagship company, Tesla.

The resignation was made public on Wednesday night through a post on his social media platform, X.

“As my scheduled time as a Special Government Employee comes to an end, I would like to thank President @realDonaldTrump for the opportunity to reduce wasteful spending,” Musk wrote.

“The @DOGE mission will only strengthen over time as it becomes a way of life throughout the government.”

Although his role was always intended to be temporary—capped at 130 days per year—his departure comes just one day after he expressed disappointment with the centrepiece of President Trump’s legislative agenda. Musk had criticised the administration’s budget bill, saying it would significantly increase the federal deficit.

In an interview with CBS, Musk said the bill—described by Trump as a “big, beautiful bill”—would negatively impact fiscal responsibility. “I think a bill can be big or it could be beautiful,” he said. “But I don't know if it could be both.”

He also stated that the proposal “undermines the work” of Doge.

Musk was appointed to lead Doge shortly after Trump’s inauguration in January. He initially pledged to cut $2 trillion from the federal budget, though that goal was later reduced to $150 billion.

Under the programme, an estimated 260,000 federal employees either lost their jobs or accepted redundancy packages.

However, the initiative was not without controversy. Some of the job cuts were challenged in court, with federal judges ordering the reinstatement of certain employees, including those from the U.S. nuclear programme.

Musk had increasingly come under fire for his involvement with the administration. “Doge is just becoming the whipping boy for everything,” he told the Washington Post during a SpaceX event in Texas. “Something bad would happen anywhere, and we would get blamed for it even if we had nothing to do with it.”

His time in government also coincided with a downturn in Tesla’s performance. The company reported a 13% drop in vehicle sales in the first quarter of the year—the largest in its history. Its stock price fell by as much as 45%, though it has since partially recovered.

On a recent earnings call, Musk confirmed plans to step back from public duties. “The time I allocate to Doge will drop significantly,” he said, adding that he would be “allocating far more of my time to Tesla.”

Protests against Musk’s political involvement have erupted across the United States, with activists staging demonstrations and vandalising Tesla cars and charging stations. U.S. Attorney General Pam Bondi has since warned that such acts would be treated as “domestic terrorism.”

During a forum in Doha on Tuesday, Musk reiterated his commitment to remain as Tesla’s chief executive for at least the next five years. He also disclosed plans to scale back political donations after spending nearly $300 million supporting Trump and other Republican candidates last year.
