I think you don't understand the last statement, The US pride itself as the Father of democracy and advocate, they use their aid in influencing changes that they feel they want, like same sex marriage, freedom of speech, freedom of association, freedom of religion.

Many countries in Africa has no problem becoming like North Korea, most Africa countries prefer it, rule like a king, install their own son after them, shut the media up, restrict movement of expertise.

Most people don't know that citizens in China can't just travel without informing the government and getting approval, there's a level they get to in their industry that they are not allowed to travel.

The US has been using their aid to threaten mostly African countries into submission, including travel ban, operation of foreign currency accounts, why do you think Russia is trying to create a new system that allows them to operate internationally without US oversight.
