Is this normal? When I connect this active balancer to my 4S battery pack, it blinks four red lights and then stops. I thought the lights were supposed to remain stable.

If your battery is highly out of balance the lights become stable --- it is equalizing..

If your battery is almost balanced or fully balanced the light flashes and go to sleep. This shows your battery is ok.

If the lights flashes continuously, wahala dey ur connection

Summary:
Lights stable: balancing is going on
Lights flashes and go to sleep: battery is balance. Nothing to do.

This means mine is balanced. I placed an order for another BMS. Whenever I onn my inverter when there is no sunlight, current drops, BMS cutoff, until I disconnect the inverter. Maybe my BMS is bad. This started recently.

The issue is not the newly built battery but the inverter to use.

Who has idea how much that portable car inverter cost? Or how much is 250w inverter?

500w is around 15k or more.
Use this as a bench market.
