Alao Akala was an accidental Governor. He was the deputy Governor and only became Governor due to the impeachment of Ladoja.

All the other Governors since 1999 like Lam Adesina, Rashidi Ladoja and Seyi Makinde are from Ibadan.

Hence while SE states are rotating their Governorship across the three senatorial zones, Oyo and Ogun states are treating some parts of their states as outcasts that cannot produce their Governor.
