Let me break it down for you the easy way. There is no Arab nations that are willing to take any refugees from Gaza. It is huge responsibility and it will cost money .
As for cost, all countries will contribute, just as they'd contribute in rebuilding Gaza

Apart from that when it time for them to go back Gaza after things might have settle. Most will not go back and it now becomes the host countries problem
