There are investment pathways for Canadian PR and Citizenship, though it varies depending on the Province. Generally you invest like buying a house, opening a business even on a tourist visa you get PR and not PR before investment

Many of your Politicians sit right here in Nigeria and buy citizenships of St Lucia, Bahamas, St Kits, Dominica etc through real estate investments and government donations.
