If you allowed them into your country, then you clearly need them here or they met your criteria for visa access.

If they refuse you entry into theirs, then you clearly failed to meet up with theirs.

The same country that gladly and even gleefully grants professionals visas and PRs won't maliciously deny visas to leaders of their country without good reason.

Unless an error was made there is a valid reason Canada is meticulous and will refuse based on any previous inconsistency.
