Nobody reinstated them. There are two cases. The one filed by PDP and the one filed by APM I think. Appeal court struck out PDP petition on technical ground but APM's is still subsisting. Are you clear now?

Above is an extract from the link you provided. The court of appeal clearly found the appeal meritorious and allowed it. PDP’s originating summon was dismissed and fine imposed on them. By allowing the appeal and dismissing PDP’s objecting, it means all reliefs sought by APC were granted. Prayer G of the relief specifically asked for the reinstatement of the sacked local government chairmen.
