(Note: He is an elderly man obviously with years of hands-on experience, but it would still be helpful to know he is not just an unlicensed artisan)

If he says he is licensed, why don't you ask him to show you a copy of the licence he holds.

Maybe he went to a technical school and might have written his Trade Test exams and subsequent upgrades.

I know certain companies do certain form of certification for their artisans back then in the '70/80's to enable keep working for them.

I was of the opinion that tiles should be done so that the base won't require screeding after tiling but he made mention of sandpaper and painting. Is this correct?

Screed first before tiling.

If you tile before screeding, the screeders might stain your tiles.

About the base, the screeders know the length to stop at for tilers to cover with skirting. They won't screed the base.
