Illegal arms, drugs, rice or whatever would definitely have to be paid for in one form or another.
How such large shipments of hardware are shipped and smuggled in Nigeria should be the focus of DSS and EFCC, assuming, of course, that these agencies are genuinely focused on anything.

EFCC should blame the people in charge of our land borders, water ways and air for allowing these people to smuggle such into the country. Come to think of it, if these people who are into these nefarious acts still travel to other countries, they can still do their transfers wether by fiat or digital, but if they are not allowed to smuggle those arms into the country we're they intend to use it,it won't be used.
