4. Formal rejection of ever joining NATO or EU
5. Surrender of the Political leadership of Ukraine permanently to Russia
6. Adoption of Russian language and culture back to Ukraine

A Robust Security Guarantees that after the negotiations, Russia will not invade Ukraine again.

Security guarantees are too easy.
1. Ukraine accepted into NATO
2. Trigger to activate Ukraine joining NATO if and only if Russia attempts another invasion
3. Robust foreign Army in Ukraine for Peace keeping
4. Arming Ukraine to the Teeth with weapons as deterrents to invasion from Russia


Anyone of these would have worked. But to say no guarantees is to cause another war in future .
