What it means is that the Russian government is devaluing the economy to fund the war effort.

After the war will now be hundred of thousands of liabilities of wounded men from this war. From medical bills to loss of jobs as a stop of the war economy.

I don't even know why Europe has not told the orange man to closed all the US bases in Europe within a month or boot them out anyhow. Europe economy alone is $25Trillon. EU should give Ukraine money to build their military and nuclear weapons now or else they will find themselves to be blamed in future if Ukraine failed. Indirectly, what Trump is saying since you're tricked into this war( which you shouldn't started if you're logical and experienced) and all the resources that have been given to you haven't yielded any positive results, sign the mineral deal so that the US will at least have something to hold on to before telling Vladimir Putin where to draw the line, this would have Zelensky negotiate some sort of security guarantee, Ukraine's sovereignty,post-war rebuilding etc and it will be a win win for all parties involved.
