What do you mean by gross insubordination? The State Assembly oversees the governor. They supervise him to on behalf of the people. So, if the Governors has not presented the state budget for 2025 to the state Assembly as at 3rd of March, 2025, then the people's representatives have the duty to give him an ultimatum. Again, there is a judgement that say CBN and AGF should not release allocation again to Rivers state until a valid budget is passed into law. The state assembly can't simply fold their hands and watch the governor shut down governance without doing anything. They have to be proactive and that is what they are doing.
