Once the House of Assembly write to the Chief Judge listing the impeachable offences that Fubara have committed, the CJ has to set up a panel, right?

You don't get it. 😎 Even if they see him and deliver the letter, the requirement is the chief judge will set up a panel of enquiry. If the chief judge is Fubara's man, Fubara will be found innocent by the panel and impeachment is dead on arrival, if not, them Fubara is a goner.

State chief judge role is to constitute panel by force, he can't choose not to.
The verdict won't matter, Fubara will be impeached and will become an ex-governor.
He will then need to go and reclaim his seat as an ordinary citizen through the same judiciary

Every single action he took was backed by a valid court order form the Rivers State High Courts.

Recognizing a three man assembly backed by Court order.
Recognizing Jombo as Speaker was backed by Court order.
Passing budget to 3 people backed by a Court order.
Conducted LGA elections backed by Court order.

Every single action has been backed by a very valid court order.

It has become a norm in this country for parties to disobey court orders by using courts of coordinate jurisdictions to counter such orders.
Even the Wike faction did that many times.

So don't you dare accuse Sim of disobeying Court orders.
