No he is not. What he is doing for now is using loans with suspended repayment to import food cost effectively and flood market to convince local mafia to reduce price. The local refining by Dangote also teiggered our hitherto comatose refineries and have greatly reduced forex demand generally. That too is another strong factor. Export of finished goods by dangote and the likes too because they cannot sell all their products locally.

lasttime refnery worked in Nigeria was during Goodluck's tenure. The only refinery working in nigeria is Dangote's refinery, ph refinery is more like a test phase.
