After two weeks, wait for another 3 weeks but make sure your message is well composed, and detailed. Don't contact frequently if you're dealing with a professional person.

They have not passed TAX bills, I don't think they are eager until the bill is passed. Once the bill is passed, APL will fly.

The is the best advice I've seen here, let me add my own:
more contact doesn't mean they'll remember you, these connects get annoyed easily. Once per month is okay if the game is long term and always text that you'll call before you actually call them if you don't know them personally (the last one is underrated fr)

Slot candidates are actively doing one thing or the other for HQ. I don't know about online candidates. I think the end goal is to merge both offline and online candidates together.
