Is it every part of US that is like Silicon Valley? Or is it all part of Kigali that have high rise buildings? Same applies to New York. Atlantic City has its own purpose. I am surprised you are asking such question. Can everyone in New York afford to lodge in Trump Hotels or similar ones? Even there are some hotels abroad that Nigerian millionaires cannot afford. Those that can afford Atlantic City will lodge their while those that can only afford Mushin will go to Mushin. Even in Dubai there are low cost areas.
