What does this even mean?

The law is written so that the Government has to prove that people should be deported.
If they accidentally/purposely picked you up and you were a US citizen or innocent, I'm sure you would want the "law" to allow you to protest that and not just be put on a plane and shipped to another country.

We are all assuming these were bad people (and they may well be), but the way we decide that in the US is to let a neutral arbiter, the courts, hear the evidence against them.
We just don't assume people are criminals because the government says they are.
