He doesn't have to consult them first, but he is obligated by law to send the gazette to them afterwards. The assembly upon a resolution can either rectify by a 2/3 majority or reject such declaration.
It's all contained in section 305 of the constitution.

Where it was explicitly quoted that powers can be given to the president to suspend a democratically elected Governor.

I wonder who is giving this Reno with pseudo intelligence uneeded relevance.

Merely suspending a governor’s powers would mean restricting his ability to act while he remains in office, whereas suspending him altogether effectively removes him from office.

Even if one were to interpret the Emergency Powers (Repeal and Re‑enactment) Bill of 2018 as broadly expanding the president’s emergency authority, its language does not explicitly authorize the outright removal or suspension of an elected governor.

Most legal experts argue that the president’s power under that Act would be limited to curtailing a governor’s executive functions during a crisis—not deposing him, which remains a constitutionally protected process typically involving impeachment by the state legislature.

Are you sure you're educated? I've read the Nigerian constitution several times from A to Z and nowhere does the President has power to suspend an elected officials.

Even the Supreme Court ruled that the President has no such powers due to previous case that was why President Jonathan couldn't suspend hose Governors in the North even when he declared SoE

First of all, laws of the Federation are different from the constitution. All laws have to do is make sure they do not go against anything the constitution says for a law to be valid or accepted as constitutional.

Now more importantly, please tell us when the Supreme court ruled and said a president cannot suspend a governor when a State of Emergency is declared. Please we ask you provide us the exact scenario when this was determined and not hearsay.

Abati graduated from the University of Calabar, Nigeria in 1985. He later studied at the University of Ibadan as a University Scholar.
He holds a PhD in Theatre Arts, specializing in Dramatic Literature, Theory and Criticism from the University of Ibadan (1990); a bachelor's degree in law from Lagos State University, Lagos (1999).

Abati suddenly lost his voice when he joined Jonathan government for stomach infrastructure, looting the state fund. Up till now the looter has not accounted for the money he looted as GEJ spokesman. No wonder he contested with Kashamu in Ogun state and failed woefully. A man that is so indiscipline to be amassing women is not fit for a role model. What a shame
