During a State of Emergency (SoE) in Nigeria, the President can take over the administration of the affected state, but cannot directly suspend the state government.

Section 305(4) of the Nigerian Constitution states that during a state of emergency, the President can issue directives to be executed by the Governor of the affected state, or in exceptional circumstances, the President can take over the administration of the state.

However, Section 305(5) states that the President cannot dissolve the state government or the House of Assembly, as this would be a violation of the principles of federalism and the separation of powers. Explain what @bolded means

Was it same situation in Borno or plateau State?
-So they all pulled down the State Houses of Assembly - with the Caterpillars.
-Or and they all operated 2- arms of government,instead of 3- arms
-Or and they all appropriate the Budgets,etc - with only 4- men out of 31 Legislatures .
