Tinubu is not a respecter of law. He is a cheat. I have lived in Lagos and still live in Lagos for well over 40years. I have encountered and engaged Lagos State Government's Agencies one-on-one and I can tell you, they are no respecters of law and order. They mostly behave like a cult and deliberately try to bully there way, but when you don't back down and they know you know what you are doing, they yield. They shift grounds. I have challenged one to two ministries in Alausa Secretariat there and I won the cases against them.
They don't follow the national law, they contrive their own Lagos State laws and gazette just to stifle Lagosians and to suit them (LASG) only, mostly in terms of crazy revenue drive. Same thing the President is currently doing to the nation and he laid the precedents here for them to follow.
