This is a very simple thing , modify the law and put a clause ,not applicable to Lagos. This will solve the problems of all sides so that we can use the internet for more useful things.

By the way Nigeria ought to be passing bill to create a new commercial ,business and industrial capital somewhere around kogi state and Abuja so that Lagos can finally be for lagosians . This will be about the best solution to Lagos
