What's good about it. The governor or any other governor does not even have the constitutional powers to ban a Nigerian from entering any state in the country.

The governor ought to know that or be advised by his highly paid advisers that he will be violating the constitution if he eventually does that. These are the kind of nonsense that got Fubara in his current mess.

Go and read Section 41 of the Nigerian Constitution.

Every citizen of Nigeria is entitled to move freely throughout Nigeria and to reside in any part thereof, and no citizen of Nigeria shall be expelled from Nigeria or refused entry thereby or exit therefrom.
