The project you are talking about is part of the 2nd Niger Bridge constructed by Buhari. The recovered loot is not even up to 10% of that project. These 7 flyovers road project is a new project.

That signboard you are referring has been there for almost 6 years and it is everywhere in Nigeria where the recovered money was spent.
