It's been in practiced by China since some many years ago to every nations they have embassy or consulates.....US only made a reciprocating law of the same dimension. According to the write up, it was done by Biden administration and not Trump. Most countries does reciprocating theory when it comes to their diplomatic arrangement. For example, Nigeria agreed to be handling 5years Visa to US citizens coming to Nigeria, US also reciprocated immediately stamping 5 years instead of the old 6 months or 2 years.......same thing with embassy charges also.....even with Canada etc..... .
