A resurgent Persia is the official commencement of the end of end time events

This is what this verse is telling us.

The spirit of the kings of the Medes was killed, the spirit of Darius, Cyrus, Cambyses, Xerxes, Artaxerxes, they were all spiritually killed and placed in a state of suspended animation.

This is why Esau and American and West And Amalek can place a puppetry, a stooge leadership, an anathema leadership, over the noble nation of the Medes and Persians.

This verse is showing that there will be an arms race; making bright the arrows is offensive, and gathering the shields is defensive - just after a seeming altercation about some arms race between the world's major powers, west vs east, the sport of the kings of the Medes will be raised by the LORD.
