The govt can create a legal route which I believe is already in place but its just too cumbersome..for every adoption the local and state govt and even the court should be aware and it must be properly vetted.

when slavery was a business, human beings were sold in auction like property, we are trying not to go back to those days but these men and woman that run "baby factories" are trying to send us back for the peanuts they get from selling babies.
