Nigerian Authorities Help 2,553 Terrorists Avoid Prosecution by Deeming Them ‘Repentant’

The Nigerian authorities have released 2,163 former Boko Haram terrorists in nine years, and 390 more insurgents will increase this number to 2,553 in April.

These thousands who have engaged in acts of terror have found a path, made by the government, through which they can escape prosecution.

Sometimes described as ‘repentant terrorists’, the federal and state governments put these captured terrorists through a six-month Deradicalisation, Rehabilitation and Reintegration (DRR) programme. Afterwards, the government certifies them repentant and release them into communities.

Media reports published on Thursday, some of which can be found here and here, disclosed Yobe State Government’s plans to receive and reintegrate 54 indigenes of the state who are part of a cohort of 390 former Boko Haram terrorists set to complete the deradicalisation programme between April 14 and 19.

FIJ understands that these repentant terrorists under the deradicalisation programme are able to evade prosecution because they ‘surrendered’ to the military.

The DRR programme is facilitated under the Operation Safe Corridor (OPSC), which the federal government launched in 2016 in response to the activities of insurgents in the northeast, especially Borno, Yobe and Adamawa states.

Further checks by FIJ showed that the initiative was designed to “encourage defection within the ranks of Boko Haram Islamic State of West Africa Province through the corridor of the opportunity offered by the DRR Programme as part of the Federal Government of Nigeria’s overall efforts to end the insurgency in the North East”.

The programme is a joint effort of stakeholders such as state governments, local leaders and the armed forces that offers a pathway for former insurgents and criminals, especially those who voluntarily defect, to be reintegrated into society.

In February, Brigadier General Yusuff Ali, the coordinator of OPSC, revealed that 2,190 repentant terrorists had been reintegrated through the initiative since its inception in 2016.

Of the 2,190 former terrorists, 2,163 were Nigerians and 27 were foreign nationals from Cameroon, Chad and Niger Republic reported to have been repatriated to their respective countries.

He noted that 789 ex-combatants were undergoing rehabilitation, with 381 expected to graduate in 2025. Similarly, 825 repentant terrorists, 14 of whom were foreigners from Burkina Faso, Cameroon, Chad and Niger, were transferred to the DRR Camp to commence training between July and November.

HUNDREDS OF THOUSANDS HAVE SURRENDERED
As of 2023, 160,000 Boko Haram members have surrendered to the government and military.

General Christopher Musa, Chief of Defense Staff, also said that 129,417 Boko Haram terrorists and their family members surrendered to security forces between July 10 and December 9.

Of those who surrendered during that period, 30,426 were fighters, 36,774 were women and 62,265 were children.

Any terrorists caught in the north is rehabilitated, housed and fed on taxpayers expense, later released to the society, totally forgiven.

Any "suspected" terrorists caught in the south is immediately executed and their villages bombed and destroyed, even occupied for many years.

This is a travesty and very bad, thousands of soldiers, Nigerians died because of these terrorists, they need to pay for the crimes they committed.

No nation in the world encourages criminality, no nation in the world release terrorists, once you are a terrorist, you have to pay for your crimes, either life imprisonment or death sentence.

If government want to rehabilitate people, they should rehabilitate drug abuse offenders or minor offenders languishing in jails, not terrorists, these people will go back to kill and terrorise Nigerians, this is why terrorism persists. The people orchestrating these release needs to be investigated, this is very sinister and evil.

This is a shame and a disgrace.

Some might have escaped prosecution for NOW. Foolhardy to think you can return to the same community where you murdered and terrorized innocent people and live peacefully with the victims of your atrocities.
Since the government is forcing them on these people one just needs to wait long enough to make the so called repentant terrorist to disappear permanently. cool
Only Allah can grant a terrorist forgiveness and for that to happen the terrorist has to go meet his creator first by means of death. Banza kawaii.

Someone has been a terrorist for at least 2 years. Carried out several operations that led to loss of lives of civilians and military personnel. He may have even killed a certain number of persons.

You arrest him, instead of prosecution after extracting information from him, you choose to “de-radicalize” and reorientate him in just under 2 weeks and release him back into the society he ones tormented directly or indirectly while tagging him “repentant” terrorist.

Whoever came up with this idea and suggested it to the government, President and military officials should be brought for questioning why he or she is lenient with perceived terrorists.

Please I want to know,is there any special law for northern terrorists and another for the rest of the country?What is this rubbish about repentant Boko haram,a man kills so many people and subject others to a life in IDP camps and after some times,he is asked to go and sin no more,while we have petty thieves whom have been languishing in our correctional centers for so many years.
Henry Okah whom have since repented in the prison and helping the authorities to unearth some corrupt activities going on in our prisons,is still held behind bars.
How about Mazi Nnamdi Kalu,loved by his people,spoke against marginalization and the herders expansionist agenda,unjustly renditioned to Nigeria and without any moral justification,he is still held against his wish.

Many of the benefits from keeping terrorism and fear levels high are obvious. Government corporations like the army and police suck up massive amounts of Homeland Security cash as long as that fear persists, while government officials in the National Security agency and DSS can claim unlimited powers and operate with unlimited secrecy and no accountability.
It is clear that terrorism and Fulani terrorism in this country will never come to an end and these things will come to a head in a deadly civil war In the not so distant future

The harsh truth is that when you have large numbers of thugs caught by the government in war situation like this, the least worst situation is to rehabilitate them

Killing them will only produce the next generation of radicals. Jailing them is good, but the same thing.

Liberia and Sierra Leone are filled with ex soldiers from all them rebel groups who got some money and a radio when the war was ended. People who commited horrible atrocities. People like general butt naked who is now a pastor

Hell, there are many Hutu people who were involved in the 94 genocide. Many of them were sent to some traditional judge who just gave them slaps on the wrist. Many never went there..no rehab self.

Even at the end of world war 2 , most of the solders responsible for the atrocities of the war were never prosecuted. Just The leaders. One of them in his old age was even proudly talking about his activities on video. In public.


If you like call me Boko. But in 2009, Nigerian army solders videoed themselves shooting dead Boko millitants. The videos were used by Shekau to help recruit new thugs to the movement

APC government, since Buhari's regime, have been releasing Boko Haram terrorists into the society and we wonder why banditry and terrorism keeps growing in the country.

Honestly I blame the Army chiefs for allowing this because they are the ones in charge of the program. How can your soldiers be dying and you apprehend Boko Haram members only to release them again! If the same soldiers refuse to enter the forest, you blame them for mutiny!

Thank God I didn't join the Nigerian Army when I was passionate about military service years ago.
