Some of my colleagues went further to argue that the NBA should not collect money from the government and that the NBA must be self-funding.

Okutepa just shot himself in the leg with the above bolded statement. He said the money was donated by the governor, SIM. If he's smart enough, he should have said the money was donated by the Rivers State government. Authority is vested in the person(SIM) and power is vested in the Office (Governor).
How much does SIM earn as salary if he's donating as an individual? A former accountant general of the state. There should be a clear line between donation as an individual or on behalf of the state.

I do not think any reasonable lawyer would want to go to court claiming illegality of the SOE as an argument point when the same court recognizes the SOE as constitutionally lawful. I think that's dumb. You will never win that case.
Secondly, look at the choice of words, sounds like someone who struggled to complete school at all levels.

So if and when the Sole Administrator takes them to the FHC in Abuja will the NBA coming to defend herself and tell the Court that the Sole Administrator is an illegitimate, illegal and an imposter representing the RSG and should be disregarded and the case thrown out for the SOLAD holds no place in the constitution of the FRN?
