Systems like Lightening arresters, Air circuit breakers, reclosers, and fuses cost a lot of money and they are always weary of them going bad due to lightening strikes.

One word... Incompetence

Reason is the poles and the wires aren't always tight so when rain falls you see heavy wind then poles start falling or even sometimes wires falling on people.

When you have a batch of untrained pool of workforce who got jobs in Phcn through political connections. What you sow into empty headed workforce is what you gain in no/poor output. It is a cycle of deficiency multiplied.

Prevention is better than cure 😁

And they usually seem to forget to bring it back when the rain has stopped.
