Political stability can be a huge factor. That's why South Korea is reflecting their true IQ level considering their first world status in development, while North Korea is very much less developed. But they are the same people and culture. You should also observe that China was having political issues in the past that hindered their development. Eventually they overcame those issues and they have now reached their true IQ potential.
