It is a position of appointment made by the Pope and he is responsible for the Vatican from the death of the Pope to the election of another Pope. During this period of Sede Vacante (when the throne is empty), the Camerlengo is in-charge of the Vatican (majorly administrative), he prepares the conclave and does everything in the Vatican until a new Pope comes in and then appoints another Camerlengo.
